Tracy Odvody Figueroa is an attorney and the Disaster Assistance Group coordinator at Texas RioGrande Legal Aid. She obtained her law degree from Washington University in St. Louis School of Law in 2001 and clerked for the Honorable Hayden W. Head Jr. of the United States District Court for the Southern District of Texas from 2001 to 2002. She has been with TRLA for more than 16 years, and her practice areas have included family law, wills and estates, and disaster assistance. She has coordinated TRLA’s response to 16 federally declared disasters throughout its service area in South, West, and Central Texas, and she has been part of a team of TRLA attorneys representing clients in several lawsuits against the Federal Emergency Management Agency (FEMA). In 2017, they settled a FEMA lawsuit filed on behalf of Hurricane Dolly survivors in the Rio Grande Valley, close to the Texas-Mexico border. Their clients had been denied FEMA home repair assistance, but, after years of litigation, a federal judge ruled that FEMA violated federal law by applying unpublished criteria about “deferred maintenance” to make eligibility decisions.
