Morgan Shell joined TIDC as a policy analyst in 2017. She is responsible for providing consultative services and technical assistance to jurisdictions through the review of county systems to promote local compliance with the Texas Fair Defense Act. She earned her J.D. from Texas Tech University School of Law and holds a B.A. in International Studies with a concentration in Security and Conflict Resolution from the University of Denver. While attending college, Morgan was a member of the Denver Women’s basketball team. During law school, she was an Articles Editor for Volume 49 of Texas Tech Law Review and spent a summer abroad in Prague at Charles University studying global issues of wrongful convictions with the Director of the California Innocence Project. She previously clerked for Richardson + Burgess LLP, Shell & Shell Attorneys at Law, and TIDC.
