Catherine C. Carr is a consultant to legal aid organizations and their leaders across the country, assisting with issues such as program structure, evaluation, service delivery, and strategic planning, with an emphasis on building effective, creative, and self-reflective organizations. She is the immediate past executive director of Community Legal Services, the award winning and largest civil legal aid provider in Philadelphia, a position she held for 20 years following 13 years as a public benefits attorney. She is an adjunct professor at the University of Pennsylvania Law School and School of Social Work and Social Policy and coordinates the NLADA Strategic Advocacy Initiative. She is a member and past president of the MIE Board and serves on the MIE Journal Committee along with foundation, bar, and government boards and task forces in Philadelphia. She is a frequent speaker at legal aid events, the author of numerous articles on legal aid mission, management, and practice and the recipient of numerous awards, including the NLADA Denison Ray Award and the Philadelphia Bar Association Sandra Day O’Connor Award.
