With a patchwork of defense across its 254 counties, Texas is both leading and lagging behind in the fight to provide consistent quality legal representation. This panel pulls together some of the leading lights of Texas indigent defense, including a 183-county capital defender office, one of America's most rural defender offices, a mental-health-focused managed assigned counsel system, and a civil-legal-aid/defender hybrid.
